Description

The contract is to support DG CLIMA in the evaluation of the EU ETS and the review of certain elements due in 2026. An evaluation of the ETS Directive and the MSR Decision is required on the basis of the ‘evaluate first’ principle, i.e. before revisions of EU legislation. The evaluation will be limited to those issues which have not been subject, in part or in full, to major changes in the last revision of the ETS Directive (primarily free allocation for non-CBAM sectors, the Modernisation Fund, and the MSR), and any other elements that are maintained. Provisions that have been subject to major amendments should not be evaluated, as conclusions on their performance from 2015 (or 2021) cannot be addressed if other changes were made in the meantime. Four elements of the EU ETS are due for review in 2026: 1. Market Stability Reserve. For this review it will be necessary to: a. Analyse current market actors, hedging behaviour and stability risks in EU ETS b. Analyse options for changing the rules of the MSR (thresholds, intake rate) compared to baseline of continued policy c.
