Description
The first objective of this study is to assess the use of ERDF/Cohesion Fund/JTF common indicators in the 2021-2027 programming period. The second objective is to assess whether the abovementioned indicators could be used as payment indicators (or in parallel to such indicators) within a framework of “financing not linked to costs”. That is, triggering payments from the European Commission to the Member State once pre-defined milestones and targets have been achieved by the Member State.
