Opis predmeta nabave potpuno je utvrđen Troškovniku za svaku grupu predmeta nabave u kojem su detaljno opisane minimalne karakteristike traženog predmeta nabave, tehničke specifikacije uređaja ustupljenog na korištenje (za Grupe A, B, C, E, G, H i J) te uvjeti validacije (za grupe K i L). Ponuditelji su dužni ponuditi predmet nabave sukladno zahtjevima i potrebama Naručitelja opisanim u troškovniku te svim ostalim uvjetima i zahtjevima navedenima u ovoj Dokumentaciji.
