Description
Sarpsborg municipality would like to enter into a contract for a system that is developed to counteract working life crime and social dumping and to promote seriousness in the industry. The municipality would like to be able to obtain a better overview and control of its projects/contracts independent of the executing contractor/supplier. The municipality is concerned with preventing junk service providers and suppliers from being given assignments for Sarpsborg municipality, as well as following up the seriousness provisions of the municipality. Sarpsborg municipality has carried out market surveys and the surveys show that there is only one supplier who can deliver the requested system, based on the requirements set by the municipality. Sarpsborg municipality therefore intends to enter into an ongoing service purchase agreement with HMSREG AS for the delivery of HSEREG software, which is a cloud based digital tool, without a competition notice.
