Ovu prethodnu informacijsku obavijest (u daljnjem tekstu: Obavijest) o odabiru drugog pružatelja zemaljskih usluga na Aerodromu Zagreb/Franjo Tuđman sastavila je Hrvatska agencija za civilno zrakoplovstvo (u daljnjem tekstu: CCAA). Cjelokupna dokumentacija dostupna je ponuditeljima na stranici Elektroničkog oglasnika javne nabave RH (https://eojn.hr/notices-all) i na web stranici CCAA (https://www.ccaa.hr/tenderi-03922) te sadrži sve informacije potrebne za dostavu detaljne prijave na natječaj za sklapanje Ugovora o pružanju zemaljskih usluga na Aerodromu Zagreb/Franjo Tuđman. Direktiva Vijeća 96/67/EZ od 15. listopada 1996. o pristupu tržištu zemaljskih usluga u zračnim lukama Zajednice (SL L 272, 25.10.1996.) (u daljnjem tekstu: Direktiva) prenesena je u hrvatsko nacionalno zakonodavstvo putem Pravilnika o pružanju zemaljskih usluga (Narodne novine, br. 84/22) (u daljnjem tekstu: Pravilnik). Pravilnik i Direktiva definiraju mogućnost ograničenja pružatelja za pojedine kategorije zemaljskih usluga.
