Description
The contracting authority assesses that the terms in the procurement regulations § 13-4 letter b have been met. After the completed market dialogue, the service is assessed, for technical reasons, only to be delivered by one specific supplier. The assessment is based on the contracting authority ́s necessary functionality, integration and a complete SaaS system within the necessary time frame. Reasonable alternatives or replacement solutions have not been identified that can cover the need. The lack of competition is due to the contracting authority ́s assessment that the procurement has not been adapted to a specific supplier.
