Οι υπηρεσίες αφορούν στην μίσθωση μηχανημάτων για τον αποχιονισμό και την αλατοδιανομή του εθνικού και επαρχιακού οδικού δικτύου της ΠΕ Καβάλας και της νήσου Θάσου, κατά τους χειμερινούς μήνες για την αντιμετώπιση δυσμενών καιρικών συνθηκών. Τα μέτρα τα οποία λαμβάνονται κατά τη χειμερινή περίοδο προκειμένου να διατηρηθεί η απρόσκοπτη κυκλοφορία στο οδικό δίκτυο αρμοδιότητας της Δ.Τ.Ε. Π.Ε. Καβάλας περιλαμβάνουν εργασίες αποχιονισμού και αντιμετώπισης προβλημάτων από παγετό. Οι εργασίες αποχιονισμού σκοπό έχουν να διατηρήσουν τη βατότητα των οδών του δικτύου σε ικανοποιητικό για την εποχή επίπεδο ή να διανοίγουν τους δρόμους στις περιπτώσεις που αυτοί έχουν κλείσει λόγω έντονων και εκτεταμένων χιονοπτώσεων.
