Description
MSB är statens leverantör av säkra kommunikationssystem och är operatör för Rakelsystemet (”Rakel”). Det är MSB som ansvarar för Rakels förvaltning inklusive drift och utveckling. Det nuvarande kommunikationssystemet för Rakel närmar sig slutet på dess tekniska livslängd och MSB måste därmed göra stora investeringar i en föråldrad teknik eller genomföra ett teknikskifte där kommunikationssystemet går från TETRA-baserad teknik till modern 3GPP 4G/5G-baserad teknik. För att få tillgång till moderna funktioner, såsom möjligheten att skicka filer eller bilder/video i kommunikationssystemet, behöver det uppgraderas till nästa generations kommunikationssystem. Den befintliga leverantören ska leverera ett system som är bakåtkompatibelt med det nuvarande Rakel. För att möjliggöra för kommande upphandling av en standardiserad 3GPP mission critical kommunikationsplattform (MCX-plattform) som ska användas för Rakel Generation 2 skrivs därmed detta avtal.
