Περιλαμβάνεται το σύνολο των αναγκαίων μελετών, τεχνικών περιγραφών, τευχών δημοπράτησης και των σχετικών αδειοδοτικών διαδικασιών ώστε η κατασκευαστική φάση που θα ακολουθήσει να παραδώσει συγκρότημα κτηρίων, πλήρως λειτουργικό. Ειδικότερα, οι μελέτες αφορούν το νέο ασυγκρότητα κτιρίων, δυναμικότητας 200 κλινών, στο εσωτερικό της Πανεπιστημιούπολης ΕΛΜΕΠΑ, στην περιοχή Σταυρωμένος στο Ηράκλειο.
