Description

The Norwegian Communications Authority intends to contract with one tenderer for the purpose of assistance in developing a cost model, or update an existing model, based on an LR(A) IC methodology. The cost model will comply with the legal framework, including the relevant EC recommendation(s) and the European Electronic Communications Code (EECC). Commission Recommendation of 6 February 2024 on the regulatory promotion of Gigabit Connectivity, provides guidelines for the conceptual choices to be made. Technologies within scope of this assignment are FTTH technologies. This will at least include both P2P ('point-to-point') and PON ('passive optical network'). The Cost model must have the capability to calculate costs for different types of operators with different scale and scope. The model will provide for cost modelling with Point of Handover at different network levels. It will also be able to provide for cost modelling of physical access ("fibre LLUB"), VULA, bitstream as well as access to pipes or subpipes. The model should also be capable of calculating separate costs for different types of geographic areas within an operator's coverage.
