Raamlepingu eesmärk on määrata kindlaks, kuidas toimub raamlepingu kehtivuse ajal raamlepingu esemeks oleva teenuse tellimiseks hankelepingute sõlmimine tellija ja raamlepingu partnerite vahel. Raamlepingu esemeks on „Lõimitud aine- ja keeleõppe põhimõtted: sihtkeelne õpe“ koolituste läbiviimine haridustöötajatele.
