Upphandlingen syftar till att teckna kontrakt om konsulttjänster, som Teknikkonsult under byggtid (TKUB) för entreprenaddel K4, BEST (spårvägsbana, el-, signal, tele) och MEP (mechanical, electrical, plumbing) dvs genomgående installationer som kräver kanalisation eller standardisering för att respektive funktion ska kunna etableras, användas och underhållas effektivt.
