Formålet med anskaffelsen er å inngå en avtale med én leverandør som kan levere en løsning for elektronisk kontroll. Løsningen må ha fleksibilitet og kunne ivaretar eventuelle endringer i kommende virksomhetsbehov og regelverk som vil kunne påvirke avtaleforholdet.
