Pakkumuse esitamiseks vajalikud tehnilised kirjeldused edastab hankija peale seda kui pakkuja on allkirjastanud "Tehnilise kirjeldusega tutvumine ja konfidentsiaalsustingimused" dokumendi ning edastanud selle läbi RHRi teabevahetuse hankijale.
