Acordul-cadru are ca obiect prevenirea şi organizare a intervenţiilor pentru combaterea poleiului şi înzăpezirii drumurilor judeţene din judeţul Bistrița-Năsăud, aflate în administrarea Consiliului Județean Bistrița-Năsăud, în vederea asigurării viabilităţii drumurilor pe timp de iarnă. Activitatea privind întreţinerea curentă pe timp de iarnă are caracter strategic, de importanţă naţională şi se desfăşoară sub directa îndrumare şi conducere a administratorului drumului. Pentru eficientizarea activității de iarnă și reducerea timpului necesar până la începerea intervențiilor pe drum, drumurile județene aflate în administrarea Consiliului Județean Bistrița-Năsăud sunt împărțite în 5 loturi respectiv: Lot 1-Bistrița, Lot 2-Beclean, Lot 3-Năsăud, Lot 4-Șieu, Lot 5-Lechința. Scopul prezentei proceduri este încheiere unui Acord-cadru pentru o perioadă de 29 luni pentru Lot 3-Năsăud, cu câte trei contracte subsecvente, respectiv: în anul 2022 - 1 contract subsecvent pentru iarna 2022-2023, în anul 2023 - 1 contract subsecvent pentru iarna 2023-2024 şi în anul 2024 - 1 contract subsecvent pentru iarna 2024-2025.
