Met deze aanbesteding beoogt de VRR één ondernemer te contracteren die zorgdraagt voor de te verlenen diensten ten behoeve van het doelmatig, effectief, efficiënt en rechtmatig inhuren van derden met als doel het plaatsen van Opdrachten op urenbasis gefactureerd voor invulling van (specialistische) tijdelijke werkzaamheden waar bij de VRR geen kennis of menskracht voorhanden is.
