Nacionalna i sveučilišna knjižnica u Zagrebu sa zadaćom osiguranja dostupnosti i korištenja elektroničkih izvora znanstvenih i stručnih informacija za akademsku i znanstvenu zajednicu u Republici Hrvatskoj nabavlja u Grupi 1 inozemnu znanstveni bazu podataka CAB Abstracts ili jednakovrijednu bazu podataka, odnosno u Grupi 2 inozemnu znanstvenu bazu podataka Evidence-Based Medicine Reviews (EBMR) ili jednakovrijednu bazu podataka. Inozemne znanstvene baze podataka nabavljaju se u svrhu nastave i znanstveno-istraživačkog rada na ovlaštenim visokoobrazovnim i znanstvenim ustanovama i u osobne svrhe ovlaštenih korisnika ustanova uključenih u dvanaestomjesečnu licencu, a s ciljem napredovanja u znanstvena zvanja uvjetovanih podzakonskim aktima u vidu objavljivanja radova u međunarodno recenziranim znanstvenim časopisima, povećanja znanstvene produktivnosti, mobilnosti i vidljivosti u međunarodnom znanstvenom okruženju
