Cieľom a účelom je zvýšenie kapacity, plynulosti a bezpečnosti dopravy (pešej aj automobilovej) a zvýšenie priepustnosti cesty I/68 jej umiestnením mimo zastavané územie obce Plavnica. Situovanie preložky cesty mimo zastavaného územia s priaznivejšou priestorovou polohou cesty so sebou prinesie skrátenie cesty, skrátenie jazdnej doby, zníženie prevádzkových nákladov, časovú úsporu cestujúcich. Situovanie mimo zastavaného územia s navrhnutými opatreniami na ochranu pred zaťažením hlukom zabezpečí pri preložke cesty predpokladané zníženie dopravnej nehodovosti, zníženie spoločenských strát z hluku a emisií.
