Upphandlingen avser ett avtal för leverans av en mobil pannanläggning som ska tillgodose Beställarens önskan att öka driftsäkerheten genom att ha möjligheten att koppla in en mobil fastbränsle eldad pannanläggning exempelvis på fastigheter med verksamhet av mer samhällskritisk natur. Målet är att köpa in en mobil containerbaserad pannanläggning som kan transporteras med lastväxlarflak. För dessa ändamål bedöms 300 kW vara en lämplig storlek effektmässigt.
