För att Linköpings kommun ska kunna tillsätta positioner på hög strategisk och organisatorisk nivå och/eller där Linköpings kommun har svårt att hitta personer med rätt kompetens för en viss roll och/eller tillgodose dess verksamheter med avlastning och hjälp vid specifika behov och toppar av rekrytering upphandlas ett samlat åtagande av tjänsterna.
