Description
Kansaneläkelaitos (the Social Insurance Institution of Finland, thereinafter ”Kela”) invites candidates to a competitive tender procedure for the procurement of a new end-to-end benefits management solution, including technical platforms/systems and systems integration services required for implementation as well as other services in accordance with the description of the procurement (as further defined on Annex 1 "Description of the procurement" chapter 1.2. Procurement scope overview). Candidates are expected to have a track record of delivering similar transformation programs to description of the procurement, where core benefits management system based on COTS (Commercial Off-The-Self) technology has been implemented. Furthermore Kela appreciates candidate’s experience of delivering range of business transformation services to organizations similar to Kela that are responsible for implementing social security benefits. The procurement process will be carried out as a Competitive dialogue (negotiated procedure) with pre-qualification of candidates pursuant to the Public Procurement and Concessions Act (1397/2016, Public Procurement Act).
