Detta Dynamiska inköpssystem (DIS) har tidigare annonserats i Mercell TendSign. Leverantörer som tidigare har kvalificerats finns kvar. Nya leverantörer kan ansöka här i Clira eSource. Om DISet: Trollhättans Stad avser att köpa arbetsträningsplatser med mål att deltagare som ska placeras ska utveckla sin kompetens, vilket förhoppningsvis leder till ökad anställningsbarhet. Med deltagare avses personer som inte arbetar eller studerar. Anledningen kan exempelvis vara långtidsarbetslöshet på grund av sjukdom eller funktionsnedsättning eller att deltagaren är nyanländ i Sverige. Upphandlingen är en s.k. reserverad upphandling enligt LOU 4 kap §18 vilket innebär att endast en viss typ av leverantörer godkänns: Från upphandlingsmyndighetens hemsida: Bestämmelserna innebär i korthet att upphandlande organisationer, under vissa förutsättningar, får positivt särbehandla vissa leverantörer som annars skulle sakna möjligheter att få kontrakt under normala konkurrensförhållanden. Endast leverantörer som uppfyller dessa förutsättningar får delta i upphandlingen.
