Äldreförvaltningen har genom tidigare upphandling efter konkurrensutsättning i enlighet med gällande lagstiftning rätt att nyttja PRO med tilläggsfunktioner. Äldreförvaltningen äger en i tiden obegränsad nyttjanderättslicens till PRO. Då nuvarande avtal som innefattar support, drift och underhåll löper ut, behöver nytt avtal avseende fortsatt drift, underhåll och support upphandlas.
