Αντικείμενο της σύμβασης είναι η παροχή επιστημονικών υπηρεσιών και εργαλείων για τη δημιουργία: «δομής για την υποστήριξη του περιφερειακού συστήματος έξυπνης εξειδίκευσης & της καινοτομίας στην Π.Ι.Ν» και ειδικότερα υποστήριξης και συνεπικούρησης του Φορέα Διαχείρισης και Παρακολούθησης (ΦΔΠ) της RIS ως μηχανισμού παρακολούθησης, αποτίμησης, μόχλευσης, συμμετοχής και διάχυσης παρεμβάσεων της περιφερειακής διάστασης της Εθνικής Στρατηγικής Έξυπνης Εξειδίκευσης (ΕΣΕΕ) στην Π.Ι.Ν. Η Δομή εντάσσεται στο σύστημα διακυβέρνησης της RIS, το οποίο περιλαμβάνει τρία επίπεδα: Α. Το στρατηγικό επίπεδο (βλ. ΠΣΕΚ ΠΙΝ). Β. Το επιτελικό επίπεδο (βλ. του υπό τον συντονισμό της ΔιΑΠ, ΦΔΠ, η λειτουργία του οποίου θα υποστηρίζεται από την Δομή). Γ. Το επίπεδο υλοποίησης (Πλατφόρμες Καινοτομίας (ΠΚ) οι οποίες ενεργοποιούνται κυρίως κατά τη Διαδικασία Επιχειρηματικής Ανακάλυψης (ΔΕΑ). H Αυτοτελής Διεύθυνση Αναπτυξιακού Προγραμματισμού της Π.Ι.Ν., έχει οριστεί ως συντονιστής του ΦΔΠ της RIS στην ΠΙΝ θα αναλάβει ως περιφερειακός μηχανισμός / δομή υποστήριξης και την διασύνδεση της καινοτομίας με την έρευνα και με την επιχειρηματικότητα.
