Lo scopo della Consultazione preliminare di mercato ex artt. 77 e 78 del d.lgs. 36/2023 era di ricevere dagli Operatori Economici «informazioni, consulenze, proposte, relazioni, contributi, soluzioni tecniche e/o organizzative nonché ogni altra documentazione idonea, anche di natura operativa e tecnica», finalizzate: (i) all’acquisto del vessel ed (ii) al suo eventuale adeguamento secondo le caratteristiche tecniche indicate nel documento denominato “Specifica Funzionale”.
