Description

The scope of the Project is to award Contracts through this Competitive Dialogue Process whereby the Concessionaire shall be responsible for the design, construction, operation, maintenance, and decommissioning of an offshore Floating Wind Farm for renewable energy supply, in an area at sea which is beyond the territorial waters of Malta (i.e. 12 nautical miles) and which shall be within an area to be declared by Malta as its Exclusive Economic Zone (EEZ). Decommissioning of the Floating Wind Farm will also be included in the final Contract. The Concessionaire shall also be responsible for the design, construction, operation and maintenance of the offshore substation and export cable system, which shall be owned by the GOM. The Competitive Process will involve three (3) stages/cycles: Cycle 1 is the Preliminary Qualification Questionnaire (PQQ), Cycle 2 is the Invitation to Participate in Dialogue (ITPD) and Cycle 3 is the Best and Final Offer (BAFO).
