Tehnički opis predmeta nabave je sastavni dio Troškovnika, odnosno Troškovnik sadrži tehnički opis robe te se dostavlja natjecateljima/ponuditeljima kao sastavni dio DON-a. Naručitelj može pregovarati oko tehničkog opisa robe do zaključenja pregovora te može izmijeniti stavke troškovnika do trenutka otvaranja konačnih ponuda. O svim izmjenama tehničkog opisa ili stavki troškovnika Naručitelj je obvezan u pisanom obliku istodobno obavijestiti sve ponuditelje.
