Description
Consultancy Services are being sought by the Minister for Climate, Energy and the Environment to assist in the production of guidance relating to both mitigation and compensatory measures for renewable energy projects, and all associated electricity transmission connections and enabling infrastructure, in order to support the State’s compliance with the revised Renewable Energy Directive (RED III). Services must include, but are not limited to, the following: • To set out clearly the Article 6(3) Appropriate Assessment process and the criteria that must be met before 6(4) can be invoked. • In the context of the design stage and Article 6(3) Appropriate Assessment of projects and plans, to make recommendations relating to the design of novel mitigation measures, in line with the REDIII and how this could best be implemented in an Irish context. • To establish guidance for competent authorities to address procedural and technical matters arising relating to the 6(4)-derogation process to cover all three conditions. • To propose and describe a set of principles and/or recommendations to assist in designing and implementing appropriate plan/project scale compensatory/mitigation measure…
