Denna upphandling är ett resultat av att det i upphandling Bygg- och färghandelsvaror (Tn/2025:24) endast inkom ogiltiga anbud. Kristinehamns kommun valde därför att övergå till förhandlat förfarande utan föregående annonsering och bjuda in de leverantörer som 1. inte ska uteslutas enligt bestämmelserna i 13 kap., 2. uppfyller de krav som anges i 14 kap. och de kriterier eller regler som myndigheten har angett att den kommer att tillämpa vid urvalet av anbudssökande, och 3. har lämnat anbud som uppfyller de formella kraven för anbudsförfarandet i det föregående öppna eller selektiva förfarandet.
