Upphandlingen omfattar grundläggande tjänstebehov av bevakningstjänster till beställarens verksamheter, områden och fastigheter samt övriga tilläggstjänster som kan komma att avropas under avtalstiden när behov uppstår. Upphandlingens syfte är att säkerställa beställarens behov av bevakning samt andra tilläggstjänster. Målet med upphandlingen är att få tillstånd ett kostnadseffektivt avtal där upphandlad leverantör tillsammans med beställaren arbetar för att öka säkerheten inom de områden som omfattas av upphandlingen (inom Österåkers kommun men även utanför i enlighet med vad som framgår av upphandlingsdokumenten).
