Description
Gunning na publicatie vrijwillige transparantie voor de aanschaf van een high-end massaspectrometer die gekoppeld wordt aan een bestaande APGC. Dit betrof de publicatie in geval van vrijwillige transparantie vooraf van het voornemen tot het gunnen van de opdracht voor de aanschaf van een high-end massaspectrometer die gekoppeld wordt aan een bestaande APGC inclusief onderhoud voor acht (8) jaar zal op basis van een uitzondering op de aanbestedingsplicht enkelvoudig onderhands kunnen worden gegund omdat het UMCG zich kan beroepen op artikel 2.32 lid 1 sub B. Dit artikel beschrijft dat wanneer er om technische redenen er geen mededinging mogelijk is, er een uitzondering ontstaat op de aanbestedingsplicht.
