Description
In het kader van vrijwillige transparantie vooraf, zoals bedoeld in artikel 4.16 Aanbestedingswet 2012 wil Opdrachtgever, het Universitair Medisch Centrum Groningen (hierna: UMCG) een overbruggingsovereenkomst sluiten met Glycorex. Deze partij is gekozen omdat we op basis van de aangeleverde data met 100% zekerheid kunnen zeggen dat de producten werken met de apparaten van het UMCG. Daarnaast heeft het personeel scholing ontvangen van de firma, waardoor het personeel goed kan werken met de producten van Glycorex. Bij een voornemen van het UMCG eerder dit jaar om plasmaphrese kolommen één op één in te kopen bij Glycorex, is het UMCG er tijdens de bezwaarfase van de vrijwillige transparantie bekend mee geraakt dat Glycorex niet de enige partij is op de markt. De voorgenomen gunning aan Glycorex is vervolgens niet doorgegaan. Dit heeft ten gevolge dat een Europese aanbesteding wordt opgestart. Deze Europese aanbesteding duurt, mede vanwege de onbekendheid van het UMCG met de markt, naar schatting minimaal een jaar. De patiëntenzorg moet gedurende dit jaar doorgang vinden, zonder de plasmaphorese kolommen is dit niet mogelijk. Daarom doet het UMCG een beroep op dwingende spoed zoals …
