Description

La loi n° 2021-1104 du 22 août 2021 dite " Climat et Résilience " a confié à l'Agence nationale de l'habitat (Anah) le déploiement auprès des collectivités territoriales du service public de la performance énergétique de l'habitat (SPPEH). Dans ce contexte, un nouveau dispositif d'intervention programmé est créé : le Pacte territorial France Rénov'. Depuis 2017, la métropole a construit un service innovant avec le guichet Bien chez soi regroupant des PIG et des OPAH. Réponse unique en son genre, la métropole a réussi à déployer un service répondant à deux politiques publiques (habitat et environnement) et permettant d'accompagner un grand nombre d'administrés dans leurs projets de rénovation, quelques soient le type de travaux ou leurs niveaux de revenus. Souhaitant pérenniser ce service car reconnu comme outil majeur de la politique d'habitat privé inscrite dans le Programme Local de l'Habitat en cours d'adoption, la métropole s'inscrira dans ce nouveau modèle de contractualisation à venir qui permettra ainsi de maintenir l'efficacité du parcours usager en cohérence avec les besoins des ménages.
