Beskrivelse
BACKGROUND The assignment concerns a Midterm Review (MTR) of the European Regional Development and Protection Program, Phase 3 (RDPP III) that will be led by the Evaluation, Learning and Quality Department (LEARNING) of the Danish Ministry of Foreign Affairs of Denmark (DMFA). The MTR Team will consult with other European donors that are contributing to the Programme under delegated partnership agreements. OBJECTIVE The objective of the MTR is to assess the overall performance in the implementation of RDPP III and to formulate recommendations to strengthen and adapt the programme, particularly in view of the challenging context, and to inform decisions on exit strategy/closing down of the programme and/or modalities for future similar support. SCOPE OF WORK, METHODS AND OUTPUT While not an evaluation, the MTR will be carried out in accordance with OECD/DAC evaluation criteria, although impact will not be assessed at this stage. The scope of work will cover two levels: a) the programme level for a cross-cutting and more strategic perspective, and b) the project level examining individual projects.
