Description Background The EU4Reconstruction Programme is supporting the preparation of Development Strategies for selected partner municipalities to strengthen strategic planning, support post-war recovery, and promote sustainable urban development. As one of Ukraine's largest metropolitan centres and a key economic, industrial, educational, healthcare, and humanitarian hub, the City of Dnipro requires a new Development Strategy for the period 2027–2037 that reflects the profound changes resulting from the ongoing war, recovery and reconstruction needs, demographic shifts, economic transformation, climate challenges, and evolving investment priorities. Preparing such a strategy requires a comprehensive analytical assessment that integrates socio-economic, spatial, environmental, institutional, infrastructure, financial, and governance perspectives into a coherent evidence base. Given the multidisciplinary nature and technical complexity of this work, specialised external expertise is required to complement the capacities of the municipal administration and ensure that the Strategy is based on robust analysis, broad stakeholder engagement, and international good practices.
