Die Mainfranken Regenerativ GmbH (im Folgenden: MFR), eine 100%ige Tochter der Stadtwerke Schweinfurt GmbH, ist Betreiberin eines Windparks (Windpark Waldsachsen). Die Windkraftanlagen der MFR speisen den erzeugten Strom in das Verteilnetz der STWSW ein. Der Windpark Waldsachsen (im Folgenden: WPWS) besteht aus insgesamt drei Windkraftanlagen (im Folgenden: WKA) auf den Gemarkungen Waldsachsen, Forst und Marktsteinach in der Gemeinde Schonungen im Freistaat Bayern:
