Gegenstand der Beschaffung war eine Webanalyse-Software als SaaS-Lösung (Software as a Service) mit Software-Komponenten für die Erhebung, Speicherung, Anreicherung und Transformation, Berichtserstellung, Analyse, den Export, Import und Austausch von Nutzungsdaten. Zusätzlich sollten Setup-Support sowie Schulungs- und Beratungsleistungen (Consulting) beschafft werden.

- Price — Der Preis wurde auf Grundlage des Angebotsvergleichspreises gemäß Anlage "Preisblatt" (abzüglich Skonto, soweit angeboten und wertbar) bewertet.
- Quality — Die Qualität der Leistung wurde auf Grundlage der fachlichen Bewertungsmatrix (Anlage W2) ermittelt und berücksichtigt die Bewertungskriterien aus dem TK-Fragenkatalog sowie die Arbeitsproben.
