Aanleiding voor deze aanbesteding voor de engineering en levering van vier identieke stalen drukvaten is dat de acht bestaande rivierwater-transportpompen van productiedeel “HDBA-1” worden vervangen. Tijdens de ombouw van HDBA-1 is er geen mogelijkheid om voorgezuiverd rivierwater met de transportpompen vanuit HDBA-1 via de “BAL-1”-leiding naar de duingebieden in Scheveningen, Monster en Katwijk te transporteren.
