De Opdracht omvat twee delen; de hosting van diensten voor webapplicaties die door burgers, ketenpartners, politiemedewerkers via internet gebruikt worden als mede een ontwikkelingsplatform waarmee politiemedewerkers en ketenpartners webapplicaties kunnen ontwikkelen die geschikt zijn voor deze hosting. Deze beide delen van de Opdracht gezamenlijk hierna te noemen als Web Applicatie Hosting- en Ontwikkelingsplatform (WAHO).
