Description
Gunning van een opdracht zonder voorafgaande bekendmaking van een oproep tot mededinging in het Publicatieblad van de Europese Unie. Scalabor is van oordeel dat de te sluiten huurovereenkomst buiten het toepassingsgebied van de Europese aanbestedingsrichtlijnen en de Aanbestedingswet 2012 valt op grond van art. 10 sub a van richtlijn 2014/24/EU en art. 2.24 sub b Aanbestedingswet 2012. Zie document 240724 Scalabor motivering ex ante aankondiging huurovereenkomst. Bij de publicatie van deze aankondiging is een CPV-code ingevuld omdat het systeem dit vereist, hierbij merkt Scalabor op dat de hoofdcategorie ('70000000-1 Makelaarsdiensten') van de vermelde CPV-code niet van toepassing is op de onderhavige huurovereenkomst. De waarde van de huurovereenkomst is de totaalsom van 15 jaar huurpenningen en een eenmalige bijdrage voor aanpassingen voor het beoogd gebruik door Scalabor.
