Het betreft hier re-integratie-dienstverlening op basis van een sluitende aanpak aan de groep jongeren (vanaf 15 jaar) die een achtergrond hebben vanuit het VSO/PRO/Mbo1 of uitval Mbo 2 en geen (verder) leerbaar vermogen hebben en op basis van de sluitende aanpak duurzaam begeleid moeten worden naar werken in dienstbetrekking danwel naar school (langer dan 1 schooljaar).
