De scope van de aanbestedingsprocedure betreft: A. Fase 1: het uitvoeren van een vervolgonderzoek dat moet leiden tot een locatiekeuze voor het nieuw te realiseren zwembad en, bij positieve besluitvorming naar aanleiding hiervan; B. Fase 2: het inzetten van een projectleider ten behoeve van het proces richting de daadwerkelijke realisatie van het nieuwe zwembad.
