Met deze verkoopprocedure is de gemeente Landgraaf voornemens een marktpartij te selecteren die de locatie Rouenhof voor eigen rekening en risico op een integrale manier ontwikkelt tot een recreatieve voorziening bestaande uit verblijfsaccommodaties en een toeristische attractie. Het vastgoed en het aanhelen van de openbare ruimte wordt door de marktpartij gerealiseerd. Uitgangspunt is dat de betreffende kadastrale percelen aan de marktpartij worden verkocht door de gemeente.
