Gegenstand der Vergabe ist der Abschluss einer Rahmenvereinbarung über verkehrswirtschaftliche Beratungsleistungen im Zusammenhang mit der Vergabe und Abwicklung von Verträgen über Leistungen des Schienenpersonennahverkehrs (SPNV) und damit zusammenhängender Leistungen.

- Price — 50 Prozent entfallen auf den Angebotspreis gem. Ziffer 9 BB
- Quality — 50 Prozent entfallen auf die Organisation, Qualifikation und Erfahrung des mit der Ausführung des Auftrags betrauten Personals gem. Ziffer 9 BB
