Gegenstand der Ausschreibung sind Leistungen der öffentlichen Personenbeförderung im Buslinienverkehr im Landkreis Zwickau. Das Leistungsvolumen soll dem Verkehrsvolumen des Jahres 2021 entsprechen, welches in Summe rd. 4,1 Mio. Fpl-km p.a. umfasste; dieses Gesamtvolumen wird anteilig Los 1 (Zwickau Nordwest) zu 1,6 Mio. Fpl-km p.a. und Los 2 (Zwickau Zentralraum) zu 2,5 Mio. Fpl-km p.a. zugerechnet.
