I de kommende år er der planlagt markante investeringer til udvikling af Hærvejen som et samlet projekt samt i lokale projekter langs ruterne. For at sikre, at investeringerne foretages på en effektfuld facon som bidrager til indfrielse af Udvikling Hærvejens (herefter "Ordregiver") strategiske mål, er der truffet beslutning om, at der skal indsamles en større empirisk viden om Hærvejens nuværende og kommende brugeres behov og ønsker. Udbuddet vedrører således kontrakt om levering af evaluering og monitorering af Hærvejen
