Description

The Thames Estuary 2100 Plan (TE2100 Plan), first published in 2012 and updated in 2023, is a strategic approach to managing tidal flood risk to communities and business in the Thames Estuary area due to rising sea levels. Over 1.42 million people and 586,000 homes worth £321 billion in London and the wider estuary will benefit from the Plan. Thames Estuary Phase 1 (TEP1) was established to deliver the first 10 years of the TE2100 plan as an industry-leading programme following an adaptative pathways strategy. In the Plan, Option 1.4 calls for a strategic approach to asset management that optimises between maintenance, repair and replacement and incorporates adaptation for our changing climate and future sea level rise. The Environment Agency Sustainable Engineering Procurement Strategy (SEPS), approved by Defra and HM Treasury, identified TEP1 as a pathfinder contract for the Environment Agency working with a single delivery partner (CH2M Hill UK) to deliver a series of outcomes more efficiently than current arrangements i.e. via framework call-offs and various discrete Thames Estuary flood risk projects.
