Świadczenie usług w zakresie publicznego transportu zbiorowego ma być wykonywane przez podmiot wewnętrzny, w rozumieniu rozporządzenia (WE) nr 1370/2007, powołany do świadczenia usług w zakresie publicznego transportu zbiorowego – zgodnie z art. 22 ust. 1 pkt. 2 w związku z art. 19 ust. 1 pkt. 3 ustawy o publicznym transporcie zbiorowym.
