Dit beschrijvend document betreft de openbare Europese aanbesteding van een concessieopdracht voor de ontwikkeling, realisatie en exploitatie van een strandpaviljoen, voor de duur van maximaal 18 jaar, op een locatie op de primaire kering (dijklichaam) aan het strand te Delfzijl (“de Concessieopdracht”).
