Description

The Directorate of DigitalIsation (Digdir) invites tenderers to give input on collaboration models for issuing a digital wallet in Norway. This request for information is related to the ongoing work with a CONCEPT CHOICE assessment (KVU) for issuing a digital wallet in accordance with the eIDAS2.0 regulation. This has been efficient and given us rapid and high spreading of eID in the population, and thus contributed to the fact that public and private actors have been able to digitalise a great many services. The national eID strategy has, however, pointed to some challenges with the current model, i.a. connected to not everyone having access to eID "High" within the current market-based systems. The eIDAS2.0 Regulation requires Norway to offer inhabitants and residents a free digital wallet at a security level "High". The regulation also requires most social sectors, both public and private, to accept the wallet for log-in, identification and different areas of use. This also applies across EU/EEA countries, which means that Norway be required to accept the digital wallets of others in norway.  In addition to this, we see the introduction of digital wallets in the work with the KV…
